The Problem - voices from the field:
“ In order to improve the foster care system, we must understand what is happening in foster homes in real-time, but there’s no mechanism that exist to use now.” Youth Villages CEO Patrick Lawler
“There does not exist a mechanism to understand the foster care experience. So - there’s no way to improve the foster care system without knowing exactly what happens in foster homes.” - University of Maryland Dean Rick Barth
“Most of a foster kid’s time is spent with their foster families. There’s some good and some bad [foster homes], but we don’t know what goes on inside the home--not every single foster home does the same thing. The characteristics that make up a great foster home are not necessarily uniform.” - Harvard Law grad and foster care alumni Andrew Bridges
Our Theory of Change
Workflows

Short-Term Goals
- Decrease the average number of placements in each state and nationally by diagnosing behavioral, communications, and resource problems; then provide ongoing real-time interventions.
- Improve foster home quality by quantifying the experience and responding to the varying deltas.
- Increase child welfare system stakeholder loyalty among foster kids, foster parents, and social workers insomuch that foster kids believe the system can provide appropriate resources, foster parents believe the child welfare system is resourceful, and social workers are more effective.
- Reduce the 23,000 kids who age out foster care and decrease the 104,000 kids awaiting adoption annually.
